236 <br /> Attachment 7 <br /> STATEMENT OF CONSISTENCY <br /> OF A PROPOSED ZONING ATLAS MAP AMENDMENT <br /> WITH THE ADOPTED ORANGE COUNTY 2030 COMPREHENSIVE PLAN <br /> An applicant-initiated amendment to the Zoning Atlas (MA25-0003) has been reviewed to <br /> rezone a parcel as follows: <br /> Parcel Owner of <br /> Identification Township Record Current Zoning Proposed Zoning <br /> Number (PIN) <br /> Jenny Powell ■ AR (Agricultural R-CD (Residential <br /> 9865-87-8090 Hillsborough and Amy L Residential) Conditional District) <br /> Powell, et al. <br /> The Board of County Commissioners hereby finds: <br /> a. The requirements of Section 2.8 Zoning Atlas and Unified Development Ordinance <br /> Amendments and 2.9.1 Conditional Districts of the Orange County Unified Development <br /> Ordinance (UDO) have been reviewed and, in addition to the standards of the UDO on <br /> the date of approval, the following conditions have been deemed acceptable: <br /> 1. The subject property shall be developed generally in accordance with the <br /> proposed site plan submitted as a part of this application ("Site Plan"). <br /> 2. The minimum lot size is 20,000 square feet. This deviates from the minimum in <br /> UDO Section 3.8. Suitable septic shall be provided on each parcel. <br /> 3. The property shall contain experiential gardens as shown on Site Plan as the <br /> Woodland Garden, the Picking Garden and the Pollinator Garden (the <br /> "Gardens"). The Gardens shall be dedicated to and maintained by the <br /> Homeowner's Association. <br /> 4. Where supplementation of perimeter plantings is required, native plant materials <br /> appropriate for the growing environment in that area shall be utilized. <br /> 5. An ADA-compliant, open-air mail kiosk will incorporate a weather covering with <br /> recessed lighting. <br /> 6. Trails shall provide access to the Designated Community Gathering Space and <br /> each Garden as shown on the Site Plan. The length of the trails located on the <br /> subject property shall combined total at least 9,000 linear feet. Trail surfaces <br /> shall be aggregate or natural surface (not paved with concrete or asphalt) to <br /> minimize impacts to the existing environment and limit impervious surfaces. <br /> Boardwalks shall be utilized where the proposed trail crosses the wetlands as <br />
