21 <br /> APPLICATION DESCRIPTION <br /> Hwy 86 Subdivision <br /> Property Located at Hwy 86N <br /> Hillsborough, NC 27278 <br /> County PIN 9865878090/Approximately 79.76 Acres <br /> (Amended September 22,2025) <br /> The Applicant, Forestar C/O Laura Haywood, seeks to rezone an approximately 79.76 <br /> acres parcel of land located on Hwy 86N, approximately 3000' north of Hwy 57 <br /> Intersection. The Property is undeveloped, owned by the sellers: Lanie B. Powell, Amy L. <br /> Powell, Jenny Powell Parks and Russell Micheal Parks. The current zoning is AR, Rural <br /> Residential, and the proposed zoning is R-CD, Residential Conditional District.The <br /> proposed development consists of approximately 49 single family units, each with a <br /> minimum of 20,000 SF lot. A NCDOT rural roadway section with 20' pavement and roadside <br /> ditches are proposed. Various amenities will be scattered throughout the subdivision <br /> including using constructed wetlands as stormwater management features, blending with <br /> the natural wetlands located on the site. A mail Kiosk, gardens, trails and a community <br /> gathering space are proposed. On site septic and community well are anticipated.The <br /> proposed open space provided is 53.97%, maintaining a visually appealing design that <br /> complements the surrounding neighborhood and preserves the natural aspects of the <br /> region. <br /> The anticipated future growth in the north portion of Orange County makes the <br /> property an ideal location for a subdivision that would serve the existing community and <br /> anticipated future growth.
