I understand this is just for <br /> 1045 rezoning, but the idea that we have to consider the rezoning,the condition is for 49 lots,without a <br /> 1046 traffic impact analysis,without DOT weighted, because you don't have a final plan. So, I guess, <br /> 1047 what kind of contingencies and mitigation plans are you prepared to take with this project <br /> 1048 specifically? <br /> 1049 <br /> 1050 Josh Reinke: So,first off, DOT's, it's not that they're not weighing in because we don't have a final plan. That's <br /> 1051 going to be the driveway permit. So,they're weighing in. They wouldn't require a traffic study. So, <br /> 1052 some of these off sites, so, like, I know some of the big concerns are 86 and 70, 86 and 57, and <br /> 1053 what's going on. We heard that in the neighborhood meetings. I know people are, like,we want a <br /> 1054 roundabout. We want, a this or that. Once again,the purpose of this study if a full TIA were even <br /> 1055 required,the purpose of that would be to mitigate this site's traffic. And once again, I know you're <br /> 1056 saying 49 units is a lot. Each individual that spoke about traffic problem is a unit,and I guarantee <br /> 1057 no individual house is doing that, and that's why we say we have safety concerns when you have <br /> 1058 these individual driveways. Here, at least,you're saying we can mitigate some of that at the <br /> 1059 driveways. The offsite stuff,we heard about one sixth of the trip generation that DOT would even <br /> 1060 require a TIA for. The school,which is a much bigger generator, like I said,we were trying to <br /> 1061 track that down to see has anybody addressed these big intersections where they're generating a <br /> 1062 lot more of that traffic. Everybody that drives through that is generating some of that traffic, but <br /> 1063 there are obviously developments that have happened that it's, like,what was done there, and 1 <br /> 1064 even started looking at low-hanging fruit. If all of our traffic went through there,what percentage <br /> 1065 are we? Okay,we're, like, less than 2 percent. It's a small amount compared to what's going on <br /> 1066 out there. I know we heard that in the neighborhood meeting, roundabouts at 86 and 57. <br /> 1067 Honestly, unless it's a major development came in, I think that's got to be a public DOT-type <br /> 1068 project. Roundabouts aren't cheap, you know? If you have a school that goes in and isn't making <br /> 1069 these improvements, generating far more traffic. It's just big capacity issues of a lot of people that <br /> 1070 are maybe not even living right around here cutting through there, as that's where a lot of these <br /> 1071 issues are with a lot of intersections everywhere is people are using it as a major road to cut <br /> 1072 through to where employment centers are, and they don't even necessarily live near there. <br /> 1073 They're just a pass-through traffic volume, and that's what a lot of this is. It's a through volume <br /> 1074 that's going all the way to 70 and heading towards Durham. <br /> 1075 <br /> 1076 Beth Bronson: It's, as much it is also people coming 70 miles an hour from the country into town.And they're <br /> 1077 coming by both ingress, egress areas. <br /> 1078 <br /> 1079 Josh Reinke: And, and I will say, and I know nobody likes hearing this, but honestly, development and traffic <br /> 1080 volume does slow down traffic in urban areas. I can drive through downtown areas and you're not <br /> 1081 moving very fast, because there's a lot of traffic, and usually when you have these speeding <br /> 1082 problems, it means there's not as much. I think the biggest concern is some of the TOPO and <br /> 1083 stuff like that is why you're seeing this, is you have people that are speeding through, and you're <br /> 1084 starting to have the school traffic that then is coming out and they haven't gone through. Different <br /> 1085 roads that have stopped controlling things like that. We understand. I try to see if there is some <br /> 1086 low-hanging fruit and see if there's anything we can kind of do that's reasonable for a development <br /> 1087 of this size, even if it wasn't required. Even as we go for the driveway permit, DOT is not going to <br /> 1088 say start studying 70 or anything like that just because of the size,the relatively small size of this <br /> 1089 development. <br /> 1090 <br /> 1091 Beth Bronson: No,that would be the need of the town, you know, in its ETJ. <br /> 1092 <br /> 1093 Josh Reinke: If there were an existing project DOT had, they could say, hey,we'd like some sort of dollars and <br /> 1094 cents put into that, because you do have some impact on that. They're can't retroactively, <br /> 1095 everybody that's driving through, but with new developments,they can. They don't have any <br /> 1096 plans that are funded and whatever that they can collect money on. So,that's kind of the <br /> 1097 challenge with that. <br />
