144 <br /> a) Question: Will this development set a precedent for further residential encroachment <br /> into agricultural zones, and how will the county ensure agricultural land remains <br /> protected? <br /> Forestar Answer: This proposal aligns with the residential development planned for the <br /> area in a joint land use plan prepared by Orange County and the Town of Hillsborough. <br /> REQUESTS OF THE BOARD <br /> Requests of the Board based for rezoning to a Residential Conditional District: <br /> • That a sufficient buffer zone be required between residential lots and agricultural land, <br /> to minimize land use conflicts. <br /> • That the residential conditional zoning include disclosures to future buyers regarding <br /> proximity to working farmland. <br /> • That the planning board recognize the importance of Right to Farm protections and <br /> uphold them in any future land use decisions. <br /> • And that I, and others in similar positions, be given advance notice of any subsequent <br /> changes that might impact agricultural parcels adjacent to rezoned areas. <br /> Requests of the Board based on ground water and well concerns: <br /> • Require a full hydrogeological and environmental assessment prior to approval. <br /> • Mandate adequate buffer zones between residential and agricultural parcels. <br /> • Ensure clear Right to Farm disclosures for all future residents. <br /> • Monitor water levels and septic system performance post-development. <br /> 173039592.1 <br /> 173140083.1 <br />
