Docusign Envelope ID:6E3F16AO-BC7B-4F9D-B4E9-B40C6D98AOA9 <br /> Property Address 2312 Stevens Meadow Parcel ID or Abstract 9853652389 <br /> Lane <br /> Statement of Appeal: Request a reduction in value based on the insurance value of the home, shape of <br /> the property and the condition of the home. <br /> Current Assessed Value $211,200 County Opinion $230,900 <br /> Time of Hearin 2:16PM Appellant Opinion $120,000 <br /> County Representative Louise Benson- Board Decision $230,900 <br /> Lochner <br /> Evidence submitted by the appellant: <br /> • The Appellant filed a formal appeal on July 30, 2025. <br /> • Among other things,the Appellant stated for reasons of appeal: <br /> 1. Insurance value- "insure my home values it at 120,000" <br /> 2. Land- "My lot is less than 4 acres near the end of a dead end road. It is shaped like a <br /> landing strip (a long rectangle), and it is bisected across in the middle by a right of way <br /> that accesses other lots below me. " <br /> 3. Home- "my home needs significant remodeling and upgrades" <br /> • No additional evidence e.g.photos,repair bids, comparable sales were provided. <br /> Evidence submitted by the county representative: <br /> • On October 24,2025 a drive by visit of the subject was performed by this appraiser. A drive-by <br /> evaluation is considered to be a sufficient review due to the nature of the appeal and the <br /> availability of public records. The grade, condition/maintenance, and construction standards <br /> were observed. An exterior photo was taken of the residence, SFYI's, and land to the north of <br /> the road. <br /> • County appraiser observations and recommendations: <br /> 1. Currently the Actual Year Built, and the Effective Year Built is the same at 2003 (22 <br /> years-old). This reflects the condition and lack of upgrades, as noted by the Appellant. <br /> No change is recommended. <br /> 2. The current grade is 'C'. This grade is consistent with the 2 comparable sales provided <br /> (see Comper report), no change is warranted. <br /> 3. The subject is in NBC 3008. There were no manufactured sales available for this NBC. <br /> Attached is a Comper report for 2 sales that substantiate the building value of <br /> $131,200. The Appellant noted there was an insurance value of$120,000. It is <br /> unknown the date of this value and the specifics of determining the value therefore <br /> little weight is given to this value even though the quoted value does fall into the <br /> general range of the assessed valuation of the home. <br /> 4. NBC 3008 is assessed at$50,000 per acre. The subject currently has a-35% <br /> adjustment for access and the road bisecting the property,reducing the 3.0 acre site <br /> value to $80,000. The southern portion of the parcel contains the homesite and is <br /> approximately 147'x420', 1.31 acres. Five comparable land sales have been attached <br /> that demonstrate land value. These comparables support the current assessed value,no <br /> change is recommended. <br /> 5. Upon site visit,2 SFYI's were noted that are not accounted for currently in the County <br /> record. The carport and garage/storage buildings have been added to the <br /> recommendation. This is an increase in value of$19,700. <br />
