FINDINGS OF THE ORANGE COUNTY BOARD OF ADJUSTMENT <br />PERTAINING TO A REQUEST SUBMITTED BY <br />DR. NORA DENNIS <br />PROPOSING A CARE FACILITY USE <br />ON PROPERTY LOCATED AT 1009 HI MAR LANE, HILLSBOROUGH, NC <br />Subject Property: 1009 Hi Mar Lane, Hillsborough, NC 27278 <br />Parcel ID No.: 9850-09-3606 <br />Property Owner(s): Ken Wilson & Joanne Wilson <br />Applicant: Dr. Nora Dennis <br />Proposed Special Use: Care Facility <br />At its regular meeting on November 12, 2025, after conducting a duly advertised <br />evidentiary hearing, and after considering the Special Use Permit Application SUP 25- <br />0016, including the application materials, county department staff report, exhibits, <br />testimony, and other information presented during the evidentiary hearing on the <br />Application, the Orange County Board of Adjustment voted __ to __ to APPROVE a <br />Special Use Permit authorizing the Subject Property to be used as a Care Facility. <br />Findings of Fact <br />1. The Subject Property is located at 1009 Hi Mar Lane, Hillsborough, NC 27278 (Orange <br />County Parcel ID No. 9850-09-3606) (the “Subject Property”). <br />2. Pursuant to a deed recorded in Orange County Registry Book 6814 at Page 1279, the <br />Subject Property is owned by Ken Wilson and Joanne Wilson (the “Owners”). <br />3. The Special Use Permit Application (the “Application”) submitted in this case was submitted <br />by Dr. Nora Dennis (the “Applicant”). The Owner has consented to the submission of the <br />Application by the Applicant. <br />4. The Application was submitted on the proper form, and all required application fees were <br />paid. <br />5. The Application proposes to use the Subject Property as a Care Facility, which is a special <br />use pursuant to the UDO. <br />6.At its duly noticed meeting on November 12, 2025, the Orange County Board of Adjustment <br />(the “BOA”) opened an evidentiary hearing on the Application and heard and considered the <br />evidence submitted by the Applicant. <br />7. The Application, Staff Report, and all accompanying materials were entered into the record. <br />8.An appropriate oath was administered to each witness providing testimony to the BOA. <br />9. The BOA accepted Mr. John McPhaul, III as an expert witness in the field of real property <br />valuation and appraisal on the basis that: <br />a.Mr. McPhaul is a licensed real estate appraiser. <br />b.Mr. McPhaul has considerable professional experience and education in the field of <br />real estate valuation. <br />c.Mr. McPhaul has been practicing as a licensed real estate appraiser in Orange <br />County and the surrounding area for more than thirty years. <br />102
