PUBLIC CHARGE <br />The Board of Commissioners pledges to the citizens of Orange County <br />its respect. The Board asks its citizens to conduct themselves in a <br />respectful, courteous manner, both with the Board and with fellow <br />citizens. At any time should any member of the Board or any citizen fail <br />to observe this public charge, the Chair will ask the offending member to <br />leave the meeting until that individual regains personal control. Should <br />decorum fail to be restored, the Chair will recess the meeting until such <br />time that a genuine commitment to this public charge is observed. <br />C. PUBLIC HEARING ITEMS <br />1. Orange County Zoning Ordinance Text Amendments <br />7:40 001 a. Amend Article 6 to establish Outdoor Lighting Standards. <br />8:00 013 b. Amend Article 6.23.7 Stream Buffers and Article 22 Definitions to <br />broaden the methods for identification of streams that require <br />stream buffers. The specific change is to include a provision <br />allowing use of the Soil Survey of Orange County and field <br />identification by County staff to identify streams subject to stream <br />buffers. Anew definition for Water Feature is added as a part of the <br />amendment. <br />8:30 019 c. Amend Article 23 (Enforcement) to streamline the citation <br />procedure for zoning violations, to establish procedural guidelines <br />for violation notifications, to allow the Zoning Officer to process civil <br />penalties. An increase in the civil penalty from $100.00 to $500.00 <br />per violation is also a part of the amendment. <br />
