2 <br /> A revised draft of the plan incorporating the above changes was submitted to the North Carolina <br /> Division of Emergency Management for review. Their comments were received in correspondence <br /> dated May 23, 2002, a summary of which includes: <br /> • Section I. Hazard Identification and Analysis— No changes. <br /> • Section 11. Vulnerability Assessment-Additional detail concerning an inventory of critical <br /> facilities and vulnerable structures and also an inventory of projected populations and structures <br /> in vulnerable areas. ' <br /> • Section Ill, Community Capability Assessment -Additional evaluation of the effectiveness of <br /> mitigation policies, programs, and ordinances and a determination of the community's <br /> capabilities to implement hazard mitigation initiatives. <br /> • Section IV. Community Goals— Identify existing goals'that could potentially hinder hazard <br /> mitigation efforts and determine the need for modifying old goals or creating new ones relevant <br /> to hazard mitigation. <br /> • Section V. Mitioation_Stra_teox— Develop a listing of new policies, programs, ordinances or <br /> initiatives and establish a schedule for plan update. <br /> The State's comments have been addressed/incorporated into the revised Orange County Hazard <br /> Mitigation Plan which is attached. <br /> FINANCIAL IMPACT: None at this time. <br /> RECOMMENDATION(S): The Administration recommends that the Board of County <br /> Commissioners approve the Orange County Hazard Mitigation Plan in order to be in compliance <br /> with the August 1, 2002 deadline. <br />
