Benedict, ext. 2592 <br /> Draft Resolution of Adoption Nick Waters, 968-2050 <br /> Revised Orange County Hazard Mitigation Plan (under TELEPHONE NUMBERS: <br /> separate cover) <br /> Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Durham 688-7331 <br /> Mebane (336)227-2031 <br /> PURPOSE: To consider adoption of the Orange County Hazard Mitigation Plan. <br /> BACKGROUND: In June of 2001, the North Carolina General Assembly passed Senate Bill 300: <br /> An Act to Amend the Laws Regarding Emergency Management as recommended by the <br /> Legislative Disaster Response and Recovery Commission. Among other provisions, the bill <br /> requires that local governments have an approved hazard mitigation plan which includes a <br /> community assessment and mitigation strategy in order to receive state public assistance funds <br /> (effective for state-declared disasters after August 1, 2002). Participating municipalities would be <br /> part of the county-wide plan to aid in coordination and consistency. <br /> On February 25, 2002, the first draft of the Orange County Hazard Mitigation Plan was presented at <br /> public hearing. The Orange County emergency management and planning departments have been <br /> working with a state consultant, Ron Campbell, over the last three months to update and amend <br /> the plan in accordance with public and commissioner comment. The towns of Carrboro and <br /> Hillsborough have sections in the plan and have provided input; material from Chapel Hill is <br /> expected to be integrated into the county plan at a future date. <br /> Few substantive changes were made to the plan following the public hearing, the bulk of the <br /> changes being organizational and stylistic. The entire body of the plan (excluding the appendices) <br /> was reorganized and rewritten to improve flow and readability. The only new information was in the <br /> Historical Summary section under"Step 1: Hazard Identification and Analysis", and that information <br /> was the dollar value amounts of damaged property due to recent natural disasters. The <br /> appendices were reordered and the Town of Hillsborough (Appendix E) submitted new information. <br /> A new map was added to Appendix A and a couple of other maps were altered to improve <br /> appearance, but no substantive changes were made. <br />
