46 <br /> Commissioner Carter asked if improvements to the pump station to address the possibility <br /> of future catastrophic events like Tropical Storm Chantal are accounted for in the $50 million in <br /> the town's CIP now, or if that would be additional funding needed on top of the amount in the CIP. <br /> Matt Efird said that it is not factored into the current CIP, which is partially driven by <br /> financial restraints. He said the $50 million is not going to grow and will supplant something else. <br /> He explained that one of the first things the town did in its after-action report was pause planned <br /> renovations to the water and sewer distribution and collection maintenance facility that was <br /> impacted by Tropical Storm Chantal and pivot to a redesign. He said that the cost of the project <br /> increased and has also delayed completion by several months. <br /> Bryant Green added that the town is applying for a FEMA hazard mitigation grant. <br /> Slide #35 <br /> Orange County Land Use Plan updates & how we can align <br /> • In order for the County to align with the Town's growth strategy,areas <br /> outside of the Town's new recommended Urban Service Boundary should <br /> remain zoned and planned for as agricultural and/or rural residential with a <br /> focus on agricultural uses and large lot(1 ac+)subdivisions that can be <br /> served with traditional well and septic systems <br /> • Density and large development projects should be encouraged within the <br /> municipality and not out in the County,where traffic generation and private <br /> sewer systems may cause operational issues within the town <br /> • Expansion of existing commercial nodes between municipalities,in the <br /> County,that can be destinations connected with future greenways and <br /> transit stops(example: Blackwood,Calvander) <br /> Matt Efird reviewed the information on this slide and ended by saying the Town of <br /> Hillsborough Board of Commissioners welcomes any efforts to collaborate. <br /> Commissioner McKee expressed concern about language, asking the county to "align" <br /> with the town's growth strategy, preferring mutual alignment. <br /> Matt Efird agreed that the plans should align mutually. <br /> Vice-Chair Hamilton asked what is meant by "private sewer systems may cause <br /> operational issues within the town," as seen in the second bullet point. <br /> Matt Efird said there are concepts in the draft land use plan about package plants out in <br /> the county serving conservation subdivisions. He explained that adding private sewer systems <br /> that discharge into the surface waters crowds out the town's ability to utilize the Falls Lake nutrient <br /> limits and becomes an issue for growth. <br /> Vice-Chair Hamilton asked what package plants are. <br /> Cy Stober explained that package plants are privately operated wastewater plants as <br /> opposed to a community septic system. He said package plants are in the draft plan as presented <br /> to the Board in March, and the feedback from the Board at that time was that they were not <br /> interested in including them in the final plan. He reiterated Matt Efird's point about the impact it <br /> could have on the town. <br />
