This will impact the <br /> WASAMPRA agreement and necessitate updates- <br /> ' <br /> • Adjustingg the LIDO during the rewrite to include j ~. <br /> by-right flexibility through zoning for smaller lot <br /> sizes, more density,and varied housing types to <br /> focus growth within town limits and encourage 1 <br /> contiguous annexation <br /> • Future allgnment of the FLUM with Fig. 4.4 <br /> (Potential Growth Areas)This will impact the <br /> COCA agreement and JPA with Hillsborough and <br /> Orange County.This may also impact established <br /> EDD areas. <br /> Matt Efird reiterated that utility capacity was one of the drivers in the reduction of the urban <br /> service boundary in the comprehensive sustainability plan, but it wasn't the only one. He said the <br /> plan also includes goals similar to the county's draft land use plan, like discouraging sprawl, <br /> improving opportunities for mass transit, and improving opportunities for alternative transportation <br /> methods. He said those are all better served by dense infill development in municipalities than <br /> expanding out into the county. He said that some recommendations in the town's adopted plan <br /> require updated to some of the joint plans. He said the town is in the process of updating its unified <br /> development ordinance and there is a goal of having a draft completed and out to the public for <br /> review by May 2026 and adoption in August 2026. <br />
