33
Slide #18
Questions/ Discussion
ORANGECOUNTY
nnHrni nkni mn
Commissioner Carter explored the idea of the county pursuing concurrent amendments
to joint plans and the comprehensive plan, acknowledging that staff recommended joint plans
should be amended first.
Perdita Holtz said the Board can if they so choose.
Commissioner Greene stressed the importance of trust between Orange County and its
municipal partners, expressing that changes to intergovernmental agreements without planning
with partners would not be perceived well by other elected boards.
Commissioner Carter agreed it would be important to maintain transparency with partners
throughout the process to ensure alignment and avoid any mistrust or miscommunication.
However, she said the Board should align itself first.
Commissioner Greene advocated for the Assembly of Governments meeting as a forum
for such a discussion.
Cy Stober shared that the six concepts on the map on the previous slide were presented
as part of a public engagement draft to the Board in March and April. He said staff would have
also gathered input from the public and the Planning Board as well as municipal and utility
partners. He explained that it was table setting for a discussion with partners on these agreements
and would have been struck if there was no interest.
Chair Bedford said the Board may want to keep all options open at this point and narrow
down specific topics for future coordination as they move through this process.
Slide #19
1
ORANGE COUNTY
NORTH CAROLINA
Town of Hillsborough Utility Constraints
