30 <br /> Chair Bedford said it seems like there wouldn't be much of an impact if Orange County <br /> withdrew from the agreement, but there would be impacts if OWASA or Hillsborough withdrew. <br /> Perdita Holtz said it would theoretically depend on the reason Orange County withdrew, <br /> but agreed that if one of the utility service providers withdrew, their withdrawal would be more <br /> consequential than if Orange County or Chapel Hill withdrew. <br /> Cy Stober agreed with Perdita Holtz, explaining that the agreement prevents oversizing <br /> utilities to invite development between existing service and new connection points. <br /> Slide #15 <br /> Order of Amending <br /> (County-only Plans/Regulations vs. Joint <br /> Plans/Agreements) <br /> ORANGE COUNTY <br /> NORTH CAROUNA <br /> Commissioner Carter asked for information on the amendments to WASMPBA. <br /> Perdita Holtz said there is a list of amendment dates on Appendix A map, the first of which <br /> was in 2010 to make changes in the Efland-Mebane Corridor, particularly between HWY 70 and <br /> Lebanon Rd. There were also changes in the early 2010s to pull back Hillsborough's primary <br /> service area, creating long-term interest areas. She added that there were also two small <br /> amendments done for Carrboro off of Smith Level Rd., and one done for Chapel Hill's ETJ. <br /> Chair Bedford also recalled an amendment approved a couple of years ago down 15-501 <br /> to the Chatham County line. <br /> Slide #16 <br /> • Ajoint plan and/or agreement should be amended first, <br /> but process can run concurrently with the amendment <br /> process for a County-only planlregulation. <br /> • Rationale: <br /> • The County(or Towns)should not adopt <br /> something in conflict with a joint plan/agreement <br /> — Causes confusion <br /> — Possibly violates terms or spirit of a joint <br /> plan/agreement <br /> — If County adopts something inconsistent with a <br /> joint plan/agreement,there would be ambiguity <br /> regarding which applies. <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br />
