28 <br /> Perdita Holtz highlighted the definition of Long-Term Interest Area, emphasizing that it <br /> does not mean an area that will have services someday. <br /> Commissioner Portie-Ascott asked if Perdita Holtz is saying that was the intention of the <br /> Board members at the time, and cannot be changed. <br /> Perdita Holtz said it was the intent of all the parties at the time, but it can be changed, and <br /> there have been changes through the years. <br /> Commissioner McKee said he anticipates future expansions around Hillsborough, <br /> Mebane, Chapel Hill, and Carrboro as available land builds out, and density needs increase. <br /> Slide #11 <br /> Provision of Service <br /> • Within a primary service area(or as needed in a long- <br /> term interest area),the designated provider agrees to <br /> provide service as system capacity,financial resources, <br /> and other reasonable considerations allow. <br /> • The designated provider for a primary service area or <br /> long-term interest area has the right of first refusal to <br /> provide service to an adverse public health condition or <br /> essential public facility. Orange County retains the right <br /> to address an adverse public health condition of <br /> essential public facility need if no other water and sewer <br /> provider is available. <br /> ORANGE COUNTY <br /> \Offl H C AROUNA <br /> Commissioner Carter said she recalls former Commissioner Barry Jacobs sharing that this <br /> clause is what helped get the WASMPBA agreement started during his recent comments at a <br /> meeting. <br /> Perdita Holtz confirmed that Piney Mountain, a subdivision with failing septic systems in <br /> the mid-1990s, was one of the impetuses for the WASMPBA. She said it's conceivable that new <br /> developments on community septic or well could have challenges again, and that's what <br /> WASMPBA helps address. <br /> Slide #12 <br /> Limitations on Service <br /> • No extension of public water and sewer lines into a <br /> long-term interest area except to address an adverse <br /> public health condition or serve an essential public <br /> facility. <br /> • Public water and sewer lines extended into a long-term <br /> interest area shall be sized so as to serve only the <br /> intended use and cannot be used for other purposes. <br /> ORANGE COUNTY <br /> Nowr"CAROUNA <br />
