27 <br /> Bryant Green, Engineering Services Manager with the Town of Hillsborough, said that he <br /> was assigned to study this topic when he was with the City of Durham. He explained that the very <br /> western edge of Durham's water system is very small, barely big enough to serve a trailer park <br /> or infill development. He said what was envisioned in the Eno EDD was a very large, potentially <br /> industrial-based pump station with a lot of flow. When the study was done, there was a significant <br /> amount of downstream gravity sewer upgrades that would've been necessary, which amounted <br /> to double or triple the cost of the project. He said some Planning issues would have had to be <br /> navigated as well regarding required annexation. He shared that, ultimately, the combined weight <br /> of those factors resulted in the project fizzling out. <br /> Slide #9 <br /> Purpose (paraphrased) <br /> • To provide a comprehensive, countywide system of utility <br /> service areas. <br /> • To complement growth management, land use, and <br /> annexation plans. <br /> • To resolve in advance and preclude future conflicts about <br /> future service areas_ <br /> • To provide predictable long-range water/sewer capital <br /> planning and financing. <br /> • To provide for limitations on water and sewer service in <br /> certain areas. <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> Slide#10 <br /> Some Key Definitions (paraphrased) <br /> • Primary Service Area:Areas where water and/or sewer service is <br /> provided, or might be provided according to adopted plans and <br /> future amendments to adopted plans(see Appendix A map). <br /> • Long-Term Interest Areas:Areas where water and/or sewer service <br /> is not anticipated, but if provided, OWASA, Hillsborough.or Orange <br /> County(depending on the geographic area)will be responsible for <br /> coordinating the provision of service(see Appendix A map). <br /> • Essential Public Facility: A publicly owned facility such as a school, <br /> fire station,or solid waste convenience center that provides a <br /> service for the health, safety,and/or general welfare of county <br /> residents. <br /> • Adverse Public Health Condition: A situation where a wastewater <br /> (septic)system is failing and no on-site repair area is available or a <br /> well water supply system is contaminated and options to remedy <br /> the situation do not exist. <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br />
