27 <br /> Bryant Green, Engineering Services Manager with the Town of Hillsborough, said that he <br /> was assigned to study this topic when he was with the City of Durham. He explained that the very <br /> western edge of Durham's water system is very small, barely big enough to serve a trailer park <br /> or infill development. He said what was envisioned in the Eno EDD was a very large, potentially <br /> industrial-based pump station with a lot of flow. When the study was done, there was a significant <br /> amount of downstream gravity sewer upgrades that would've been necessary, which amounted <br /> to double or triple the cost of the project. He said some Planning issues would have had to be <br /> navigated as well regarding required annexation.
