She <br /> noted the difficulty in envisioning specific improvements for future events but appreciated the <br /> items they presented. She raised a larger conversation about river hazard mitigation planning and <br /> addressing risk exposure at the source by removing hazards and relocating people from <br /> inherently at-risk structures, specifically mentioning flood-prone properties that generated many <br /> swift water rescue calls.
