6 <br /> WHEREAS, preventing domestic violence requires the collective awareness, care, and action of <br /> individuals, institutions, and systems to transform our communities through social norms, <br /> policies, and laws that reject violence and abuse and promote healthy relationships based on <br /> respect, trust, and equity; <br /> NOW, THEREFORE, we, the Orange County Board of County Commissioners, do hereby <br /> proclaim October 2025 to be: <br /> "Domestic Violence Awareness Month" <br /> and encourage the residents of Orange County to observe this time in ways appropriate to its <br /> importance and significance. <br /> Proclaimed this the 71" day of October, 2025. <br /> Jamezetta Bedford, Chair <br /> Orange County Board of Commissioners <br /> A motion was made by Commissioner McKee, seconded by Commissioner Fowler, to <br /> approve the proclamation and give the Chair the authority to sign it on behalf of the Board. <br /> VOTE: UNANIMOUS <br /> Patrick Summers from the Compass Center said that the numbers have changed since <br /> the proclamation was written. He said that on average, someone is murdered by domestic <br /> violence every five and a half days, and that figure has increased in the last five years. He <br /> thanked the Board for recognizing Domestic Violence Awareness Month and for their support. <br /> 5. Public Hearings <br /> a. Zoning Atlas Amendment— 3531 NC Highway 54 W, Chapel Hill, Bingham Township <br /> The Board held a public hearing, receive the Planning Board and staff recommendations, <br /> received public comment, closed the public hearing, and approved a Zoning Atlas Amendment <br /> to rezone +/- 61.11 acres (PIN: 9749-42-2010) located at 3531 NC Highway 54 W, Chapel Hill, <br /> within the Bingham Township of Orange County. <br /> BACKGROUND: A Conditional Zoning Atlas Amendment application (Attachment 1) was <br /> received from Forestar Group, Inc., on behalf of Carolyn Rigsbee, proposing to rezone <br /> approximately 61.11 acres of property at 3531 NC Highway 54 W, Chapel Hill, to allow for <br /> development of a 43-lot conservation cluster subdivision for single-family dwellings. The Staff <br /> Report in Attachment 2 contains additional information, maps, and analysis with regard to the <br /> application's consistency with County adopted plans. Approval of a site-specific plan is part of <br /> the conditional district rezoning process, and the site plan and any agreed-upon conditions are <br /> binding to the development permitted for the zoning district. <br /> Basic Review Process: A conditional district rezoning application requires submission of a site <br /> plan and other documents, in accordance with Section 2.9.1(C) of the Orange County Unified <br /> Development Ordinance (UDO). All application materials can be found on the Orange County <br /> Permit Portal.
