He said they will request it as part of the driveway permit. He said the reason it is <br /> not shown is because they were told it is not needed. <br /> Commissioner Carter asked if this was a sequencing issue, and that the property needs <br /> to be rezoned first before the permit can be submitted. <br /> Cy Stober said no permits other than the application to rezone have been pulled; not for <br /> water, septic, NCDOT access, driveway access, or for temporary construction access. He said <br /> at this time, none of those departments will confirm that an onsite or offsite improvement is <br /> warranted unless they have the warrant justification by their analysis, and there is no warrant <br /> justification per Chuck Edwards, NCDOT district engineer. He said that Chuck Edwards told <br /> him that a condition to provide both right and left turn lanes would be welcome. <br /> Commissioner McKee asked what assurances that they will have that the turn lanes will <br /> be built. <br /> Cy Stober said he would be responsible, but if NCDOT does not allow them to add turn <br /> lanes then the county could not require it.
