50
1 4. Opioid Advisory Committee —Appointments Discussion
2 The Board discussed appointments to the Opioid Advisory Committee.
3
4 BACKGROUND: The Opioid Advisory Committee is charged with discussing opioid-related
5 health concerns and issues impacting the residents of Orange County and advising the Board of
6 Commissioners on options to expend funds to remedy opioid impacts. The committee also plans
7 and hosts an annual meeting open to the public to receive input from municipalities on proposed
8 uses of the settlement funds and to encourage collaboration between local governments.
9
10 The Board of County Commissioners appoints seven (7) members, and there are thirteen (13)
11 designee positions.
12
13 This committee does not make recommendations and does not submit an Annual Work Plan.
14
15 The following positions are presented for Board consideration:
16
NAME POSITION TYPE OF EXPIRATION
DESCRIPTION APPOINTMENT DATE
TERM
BOCC Resident with Lived First Full Term 10/31/2028
Appointee Experience
BOCC Resident with Lived First Full Term 10/31/2028
Appointee Experience
BOCC Substance Use First Full Term 10/31/2028
Appointee Treatment Provider
BOCC At-Large or First Full Term 10/31/2027
Appointee Employment Provider
17
18 If the positions listed above are filled, no vacancies remain.
19
20 Tara May introduced the item. She reported recommendations from the Opioid Advisory
21 Committee's meeting the previous evening.
22 The Board discussed the Committee's recommendations.
23 Commissioner Carter and Commissioner Portie-Ascott expressed interest in delaying
24 moving Elisabeth Johnson until the County Attorney could provide an opinion about a potential
25 conflict of interest regarding Freedom Housing (her employer) receiving opioid grant funds.
26 Chair Bedford asked Deputy County Manager Cait Fenhagen to share a bit about the work
27 of this Committee.
28 Cait Fenhagen explained the committee's role in making recommendations for funding
29 allocations, creating and reviewing applications, meeting monthly, and holding annual meetings.
30 The Board agreed by consensus to proceed with the following recommendations from the
31 Opioid Advisory Committee:
32 • Move Elizabeth Johnson from at-large to the substance use treatment provider position
33 • Appoint Richard Cooper (new applicant) to the open at-large position
34 . Appoint Breana Montgomery and Victoria Menz to the resident with lived experience
35 positions
36
37
