He explained that it is prohibitively expensive to explore <br /> 15 those alternative treatments. <br /> 16 Commissioner McKee asked what the downside is to limited growth. <br /> 17 Matt Efird said costly legal defenses for developers that are denied are one of the <br /> 18 downsides. <br /> 19 Chair Bedford added that housing costs go up as well. <br /> 20 <br /> 21 <br />
