27
1 Bryant Green, Engineering Services Manager with the Town of Hillsborough, said that he
2 was assigned to study this topic when he was with the City of Durham. He explained that the very
3 western edge of Durham's water system is very small, barely big enough to serve a trailer park
4 or infill development. He said what was envisioned in the Eno EDD was a very large, potentially
5 industrial-based pump station with a lot of flow. When the study was done, there was a significant
6 amount of downstream gravity sewer upgrades that would've been necessary, which amounted
7 to double or triple the cost of the project. He said some Planning issues would have had to be
8 navigated as well regarding required annexation. He shared that, ultimately, the combined weight
9 of those factors resulted in the project fizzling out.
10
11 Slide #9
Purpose (paraphrased)
• To provide a comprehensive, countywide system of utility
service areas.
• To complement growth management, land use, and
annexation plans.
• To resolve in advance and preclude future conflicts about
future service areas.
• To provide predictable long-range water/sewer capital
planning and financing.
• To provide for limitations on water and sewer service in
certain areas.
©RANGE COUNTY
NORTH CAROLINA
12
13
14 Slide #10
Some Key Definitions (paraphrased)
• Primary Service Area:Areas where water and/or sewer service is
provided,or might be provided according to adopted plans and
future amendments to adopted plans(see Appendix A map).
• Long-Term Interest Areas:Areas where water and/or sewer service
is not anticipated,but if provided,OWASA, Hillsborough,or orange
County(depending on the geographic area)will be responsible for
coordinating the provision of service(see Appendix A map).
• Essential Public Facility: A publicly owned facility such as a school,
fire station,or solid waste convenience center that provides a
service for the health,safety,and/or general welfare of county
residents.
• Adverse Public Health Condition: A situation where a wastewater
(septic)system is failing and no on-site repair area is available or a
well water supply system is contaminated and options to remedy
the situation do not exist. tip_
ORANGE COUNTY
NOR I I(A.ROLI NA
15
