22 <br /> 1 Perdita Holtz noted that the map pictured on the slide [and enlarged on the next page of <br /> 2 the minutes] has been amended a few times since the plan was adopted. She said there have <br /> 3 also been several implementation measures over the years, including a swap of jurisdictional <br /> 4 lands, basically swapping EJS and non-ETJ areas. Additionally, there was an expansion of the <br /> 5 economic development area south of 1-40 in 2020. She added that at some point during the mid- <br /> 6 2010s, Orange County and the Town of Hillsborough adopted a resolution indicating both <br /> 7 jurisdictions considered the implementation of the plan to be complete. Perdita Holtz explained <br /> 8 that the map shows the boundaries of the Hillsborough urban service area, the area the town <br /> 9 anticipated serving with water and sewer. She said the Board will hear more later about the utility <br /> 10 capacity study and the sustainability plan that Hillsborough completed approximately two years <br /> 11 ago. She explained that eventually, the town will initiate the process to pull back its utility service <br /> 12 area due to capacity constraints, which would require amendments to this plan. <br /> 13 Commissioner Carter asked if there was anything in place like this before the COCA, or if <br /> 14 this was a greenfield-type effort. <br /> 15 Perdita Holtz said this was a greenfield-type effort except for a courtesy review agreement <br /> 16 for development projects that was in place before, and still is in place, with the Town of <br /> 17 Hillsborough. <br /> 18 <br /> 19 <br /> 20 <br />
