Minutes for September 4, 2025 Business Meeting and September 9, 2025 Work Session <br /> 7 The Board approved the draft minutes for the September 4, 2025 Business Meeting and <br /> 8 September 9, 2025 Work Session. <br /> 9 b. Motor Vehicle Property Tax Releases/Refunds <br /> 10 The Board adopted a resolution to release motor vehicle property tax values for nine (9)taxpayers <br /> 11 with a total of nine (9) bills that will result in a reduction of revenue. <br /> 12 c. Property Tax Releases/Refunds <br /> 13 The Board adopted a resolution to release property tax values for twenty-two (22) taxpayers with <br /> 14 a total of twenty-two (22) bills that will result in a reduction of revenue. <br /> 15 d. Late Applications for Property Tax Exemption/Exclusion <br /> 16 This item was removed from the agenda. <br /> 17 e. 4-H Week Proclamation <br /> 18 The Board approved a proclamation recognizing October 5-11, 2025, as 4-H Week in Orange <br /> 19 County. <br /> 20 f. Fire Prevention Week Proclamation <br /> 21 The Board approved a proclamation designating the week of October 5, 2025, through October <br /> 22 11, 2025 as Fire Prevention Week in Orange County. <br /> 23 g. Arts and Humanities Month Proclamation <br /> 24 The Board approved a proclamation designating October 2025 as Arts and Humanities Month in <br /> 25 Orange County. <br /> 26 h. Adoption of a Resolution of Intent for Orange County to Participate in the North <br /> 27 Carolina Commercial Property Assessed Capital Expenditure (C-PACE) Program <br /> 28 The Board adopted a Resolution of Intent declaring Orange County's intention to participate in <br /> 29 the statewide C-PACE Program and authorized staff to proceed with the required public notice <br /> 30 and public hearing. <br /> 31 i. Installation of Targeted Staff Electric Vehicle (EV) Charging Stations Before a Planned <br /> 32 Electric Vehicle Supply Equipment Study <br /> 33 The Board: <br /> 34 1) received information regarding the need to install staff Electric Vehicle (EV) charging <br /> 35 stations at select County facilities ahead of the planned Electric Vehicle Supply Equipment <br /> 36 (EVSE) study; and <br /> 37 2) approved staff proceeding with the installation of targeted staff Electric Vehicle charging <br /> 38 stations consistent with approved budgets at the identified County facilities, and prior to <br /> 39 the completion of the Electric Vehicle Supply Equipment study, to address immediate <br /> 40 operational charging needs and supporting the County's transition to an electric fleet. <br /> 41 j. Approval of Lease Renewal Amendment for IFC HomeStart <br /> 42 The Board adopted a resolution authorizing a five-year renewal of the lease agreement between <br /> 43 Orange County and Inter-Faith Council for Social Service (IFC) for three (3) buildings on the <br /> 44 Orange County Southern Human Services Campus for IFC HomeStart. <br /> 45 k. Approval of a Two-Year Contract with Granicus, LLC for the Visitors Bureau Website <br /> 46 The Board approved a two-year contract with Granicus, LLC, the web provider for <br /> 47 VisitChapelHill.org for the Orange County Visitors Bureau. <br /> 48 <br />
