The <br /> County has recently taken several steps in an attempt to address parking issues, including <br /> relocating the Orange Public Transportation buses off-site and designating lots for public and <br /> employee parking (see attached memorandum to employees from the Manager). One of the <br /> primary mechanisms to maximize existing parking, however, is to pave the lots. Engineering <br /> estimates indicate that the number of cars parked can be increased by up to 25% on a paved <br /> lot in which the spaces are marked. <br /> Specifications were prepared by MANA Engineers to pave two (2) lots; one at the comer of <br /> Tryon and Hassell Streets and the other which lies to the east of the Whiffed Building with entry <br /> off Tryon Street. Bids were solicited on June 5, 2002, with three responsive bids received. The <br /> bids ranged from $60,500 to $99,823 (see attached tabulation). The engineering estimates for <br /> this work were in the range of$75,000. The low bid as submitted by Patriot Builders for <br /> $60,500 reflects the current, much improved bid climate and is recommended for award. If <br /> approved by the Board, the work would be carried out in July 2002. <br /> FINANCIAL IMPACT: Funds are currently available in the Whitted Human Services Capital <br /> Project to cover the cost of the parking improvements outlined in the Background section. The <br /> Board approved the appropriation of pay-as-you-go funds to this project in previous fiscal years. <br /> RECOMMENDATION(S): The Manager recommends that the Board award the bid for paving <br /> two (2) parking lots at the Whiffed Building to Patriot Builders in an amount of$60,500; and <br /> authorize the Purchasing Director to execute the appropriate paperwork pursuant to the <br /> specifications, drawings as prepared by MANA Engineering, and the bid response dated June <br /> 5, 2002 as submitted by Patriot Builders. <br />
