<br />Administrative costs are essential to the successful implementation, oversight, and sustainability of the SBIRT Latino
<br />Early Intervention Program. These costs ensure that the program operates efficiently, adheres to financial and
<br />regulatory compliance requirements, and is effectively managed to maximize impact. Administrative functions also
<br />support staff coordination, data reporting, and stakeholder communication, which are critical for the program’s long-
<br />term success.
<br />El Futuro will allocate appropriate administrative resources to financial oversight and grant compliance to ensure that all
<br />program expenditures align with the Orange County Opioid Settlement Fund requirements. This includes budget
<br />tracking, financial reporting, and audit preparation to maintain transparency and accountability. The finance and grants
<br />management team will handle fund disbursement, expense reconciliation, and compliance monitoring to ensure that
<br />funds are used effectively and in accordance with all contractual obligations.
<br />Administrative support is also necessary to manage day-to-day program logistics, staff coordination, and internal
<br />reporting. This includes maintaining client records, processing expenses and data, and managing evaluation
<br />requirements. These functions ensure smooth program operations, prevent service gaps, and facilitate timely
<br />communication between CHWs, clinicians, funders, and community stakeholders.
<br />Finally, administrative funds will support the maintenance and enhancement of El Futuro’s electronic record systems
<br />and other data management tools needed to track SBIRT screenings, client referrals, program outcomes, etc. This
<br />ensures that all program data is secure, accurate, and accessible for performance evaluation.

<br />The budgeted project team will integrate SBIRT into El Futuro’s existing mental health services and community outreach
<br />efforts to increase early identification of substance use concerns, expand access to intervention services, and build a
<br />sustainable framework for opioid prevention and treatment within the Latino community. The Substance Use Counselor
<br />will directly engage with individuals at risk, while the Clinical Project Manager will strengthen system-level
<br />coordination and program oversight, and the Director of Substance Use Program will provide leadership and
<br />development of partnerships and strategy. Together, these two key positions will form the backbone of the SBIRT
<br />Latino Early Intervention Program, ensuring that the initiative is effectively implemented, culturally appropriate, and
<br />impactful.
<br />The Substance Use Counselor is a critical role for the project, ensuring that screenings, brief interventions, and referrals
<br />to treatment are conducted in a culturally and linguistically responsive manner. The Substance Use Counselor will
<br />provide direct support to individuals flagged during SBIRT screenings, offering brief interventions and connecting them
<br />to appropriate services. This position will also support the training and mentorship of Community Health Workers
<br />(CHWs), ensuring that screenings and interventions adhere to best practices in early intervention and harm reduction.
<br />The Clinical Project Manager will play a pivotal role in overseeing program implementation, ensuring fidelity to SBIRT
<br />protocols, and strengthening partnerships with local healthcare providers. This position will coordinate referral
<br />pathways, ensuring that individuals identified as at risk for substance use concerns have seamless access to recovery
<br />support and behavioral health care. Additionally, the Project Manager will track and evaluate program outcomes,
<br />overseeing data collection, reporting, and continuous quality improvement efforts. This position will monitor client
<br />engagement, program effectiveness, and treatment access to ensure that services remain responsive to community
<br />needs and aligned with evidence-based early intervention strategies. The Director of Substance Use Program is a
<br />driving role for the project by helping deliver training to the CHWs. This position will also lead partnership development
<br />throughout the project. The Director of Substance Use Program will lead strategic development of the project and
<br />support implementation.
