09/15/2005 28 <br />1.5. Any inhabited struchn•e witlTin any SFHA shall have zznobstructed, dry nccess dur°ing a <br />r•egulatay flood event. <br />16 New, fill material within any SFHA shall be prohibited. <br />(Ord. of 8-28-1995, § 5.1, eff: 8-28-1995) <br />Sec. 42-92. Specific standards. <br />In all SFHAs where BFE data has been provided, as set forth in Section 42-37 or 42-69, the <br />following provisions are required: <br />Changes I. Residential Consri uction. No new nzanufactzned homes are permitted. Replacement manufactured homes shall be <br />elevated so that the reference level of the manzfactured home is no lower than two feet <br />above the r°egulatory flood protection elevation. <br />b. Manufactured homes shall be securely anchored to an adequately ancha•ed foundation to <br />resist flotation, collapse, or lateral movement according to the State of North Cm•olina (5) <br />Regzdations for Manufactured/Mobile Honaes, 1995 Edition, and any revision thereto <br />adopted by the Commissioner of hzsurarzce pursuant to NCGS X143-1431.5 or a certified <br />engineered foundation. Additionally, when the elevation would be met by an elevation <br />of the chassis thirty-six (.36) inches or less above the grade at the site, reinforced piers or <br />other foundation elements of at least equivalent strength shall support the chassis. When <br />the elevation of the chassis is above thirty-six (36) inches in height, an engineering <br />certification is required. <br />
