It shall be the duty of the permit holder to submit to the Floodplain Adrninish~ator a certification off:zzal as-built consh~rction of the elevation of the reference level and all attendant utilities.. Elevation certification shall be prepared by, or under the direct szrpervision of, n North Carolina licensed professional Land Surveyor or Pr•ofe•ssionnl Engineer and certified by the scone. The Floodplain Adminish•ator shall review the certificate data submitted, L)efzciezzcies detected by such review shall be corrected by the permit holder immediately and prior to Certificate of Compliance/Occupancy issuance. In some instances, another certification may be required to cez•tify corzected as-built consh•uction. Failure to submit the certification oz° failure to make said coz°rections reguiz•ed shall be cause to withhold the issuance ofa Certificate of Compliance/Occupancy. c If a manufactured home is placed within Zone A, AO, AE, or AI-30 and the elevation of the chassis is more than thirty-six (36) inches in height, an engineered foundation certification is required per Section 4Z-9Z(3). d. If a watercourse is• to be altered oz• relocated, a description of the extent of watercourse alteration or relocation; an engineering repot°t on the effects of the proposed project on the flood-carrying capacity of the watercourse and the effects to properties located both upstream and downsh•emn; and a map, drawn to scale, showing the location of the pzoposed watercourse alteration oz- relocation shall all be submitted by the permit applicant prior to issuance of a joodplain development permit. e. Cez•tifcation Exemptions. The following sh•ucture,s, if located within Zone A, AO, AE oz• AI-.30, are exempt from the elevatiozz/flood pz•oofng certification requirements specified in items a. and b. above, i, Recreational vehicles meeting r•eguh•ements of Section 4-92(-I); ii.
