4 <br /> Kim Woodward, EMS Division Chief, introduced the item and the student, David Gonzalez <br /> Rubio. <br /> Joseph Grober, EMS Medical Director said quick bystander CPR and early defibrillation <br /> are the greatest determinants for neurologically intact survival from cardiac arrest. He said for <br /> every minute of delay, the likelihood of survival declines by more than 10 percent. He said he <br /> was honored to recognize David Gonzalez Rubio and those who responded to the emergency. <br /> Kim Woodward said interpreter Jose Hidalgo was translating during the meeting, and that <br /> he is also part of the support staff at AL Stanback Middle School providing care to the family. <br /> Sylvia Compton, lead nurse for Orange County Schools, thanked everyone who helped <br /> save David Gonzalez Rubio's life. She thanked the commissioners for their support of school <br /> nurses. She introduced the staff and school resource officers of AL Stanback who were part of <br /> the response, as well as the emergency responders. <br /> Through the interpreter, the father of David Gonzalez Rubio thanked everyone who helped <br /> his son. David Gonzalez Rubio also said thank you. <br /> Kim Woodward said that David Gonzalez Rubio will also be recognized at the annual <br /> Cardiac Arrest Survivors event. <br /> All the first responders and AL Stanback staff took a picture with David Gonzalez Rubio <br /> and the commissioners. <br /> b. "The Nature of Orange" 2025 Photography Contest <br /> The Board recognized the winners and thanked all participants along with the judges of "The <br /> Nature of Orange" 2025 Photography Contest. <br /> BACKGROUND: The Orange County Commission for the Environment and Orange County <br /> Parks and Recreation Council annually co-sponsor"The Nature of Orange" Photography Contest, <br /> with this year's submittals recently completed in May 2025. This year, the theme was My Place in <br /> Nature. This theme represents an individual's sense of belonging in Orange County's natural <br /> settings. The goal of the contest was to inspire exploration, celebration and appreciation of <br /> Orange County's diverse landscapes and outdoor experiences. Photographers help document <br /> the beauty and diversity of the natural resources, and people connecting to their environment. <br /> A panel of judges selected first, second and third place winners from the Youth and Adult divisions. <br /> In addition, judges identified one (1) Honorable Mention award per age category. <br /> Winners received a congratulatory certificate and a small monetary prize. Winning photos will be <br /> displayed throughout the County.
