She said if it's not, she would think the payments should be proportional to the number <br /> of homes passed. She asked if it was possible to amend the terms to make proportional payments <br /> for areas 2 and 3. <br /> Andrew Stevenson, representing Lumos, said the three areas have more density and <br /> more unserved homes than other areas. He said the payment schedule is to account for the work <br /> and capital expenditures that have occurred passing the first 3,000 homes. <br /> Commissioner Fowler said she understood the first payment amount. She asked if it was <br /> equally difficult to do areas 2 and 3 and that's why the county would pay an equal amount. He said that in each polygon there will be an equivalent <br /> number of total homes.
