1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 21, 2025 <br /> Action Agenda <br /> Item No. 8-d <br /> SUBJECT: Approval of an Amendment to the Freedom House FY 2024-25 Contract for <br /> Opioid Funding <br /> DEPARTMENT: Health <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Freedom House FY 2024-25 Services Quintana Stewart, Health Director, 919- <br /> Agreement with Exhibits A and B 245-2400 <br /> Proposed Amendment to Freedom House <br /> FY 2024-25 Services Agreement <br /> PURPOSE: To approve an amendment to the FY 2024-25 Services Agreement with Freedom <br /> House Recovery Center, Inc. to extend the end date from June 30, 2025 to December 31, 2025 <br /> in order for Freedom House to fully utilize all approved Opioid funding. <br /> BACKGROUND: The contract allocating Opioid funding was granted to Freedom House on April <br /> 18, 2023 in the amount of$144,926.53, with the funding to be utilized by June 30, 2025. Freedom <br /> House was unable to fully utilize the full amount within the given timeframe. The Health <br /> Department proposes with the contract amendment to extend the contract six (6) months to allow <br /> Freedom House to utilize the remaining $12,104.84. <br /> FINANCIAL IMPACT: There is no additional financial impact associated with this item. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 2: HEALTHY COMMUNITY <br /> OBJECTIVE 1. Improve harm reduction, prevention, and support services. <br /> OBJECTIVE 3. Provide social safety net programming. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the <br /> Manager to sign the amendment to the FY 2024-25 Services Agreement with Freedom House <br /> Recovery Center, Inc. to extend the end date from June 30, 2025 to December 31, 2025 in order <br /> for Freedom House to fully utilize the remaining $12,104.84 in Opioid funding. <br />
