Attachment 1 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 BUSINESS MEETING <br /> 5 September 16, 2025 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Business Meeting on Tuesday, <br /> 9 September 16, 2025, at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Jean Hamilton <br /> 12 and Commissioners Marilyn Carter, Amy Fowler, Sally Greene, Earl McKee, and Phyllis Portie- <br /> 13 Ascott <br /> 14 COUNTY COMMISSIONERS ABSENT: None. <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Travis Myren, Deputy County Manager Caitlin <br /> 17 Fenhagen, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present. <br /> 21 <br /> 22 1. Additions or Changes to the Agenda <br /> 23 Vice-Chair Hamilton made a motion to defer item 7-a to another meeting as an <br /> 24 information item. Chair Bedford seconded the motion. <br /> 25 <br /> 26 VOTE: UNANIMOUS <br /> 27 <br /> 28 Chair Bedford read the public charge. She gave instructions for making public <br /> 29 comments. <br /> 30 <br /> 31 2. Public Comments (Limited to One Hour) <br /> 32 a. Matters not on the Printed Agenda <br /> 33 Laura Streitfeld spoke on county communications. She suggested including more <br /> 34 information in the county newsletter on county meetings. She asked that residents receive <br /> 35 better map information when considering issues that affect the community. She asked that the <br /> 36 county convene strategic communications workgroup and invite stakeholders to attend. She <br /> 37 asked for the strategic communications plan to be updated She said asked for the county to <br /> 38 consider adding a way for people to make public comments by email or to participate virtually. <br /> 39 She asked that the county streamline web menus and include links in meeting agendas to make <br /> 40 it easier to find information. She asked that the county locate resources, plans, and documents <br /> 41 on the county website rather that consultant sites, particularly the land use plan. <br /> 42 <br /> 43 b. Matters on the Printed Agenda <br /> 44 (These matters will be considered when the Board addresses that item on the agenda below.) <br /> 45 <br /> 46 3. Announcements, Petitions and Comments by Board Members <br /> 47 Commissioner McKee thanked everyone in attendance. He said he participated in an <br /> 48 open house at the Mason's Lodge in Hillsborough. He said it was the 200th anniversary of their <br /> 49 building in Hillsborough. He said also attended the 264th anniversary of Little River Presbyterian <br /> 50 Church in Caldwell. He said he spoke at a birthday celebration at the Passmore Center, and <br /> 51 one of the residents, Cora Coleman, turned 100. He noted the many events she has witnessed <br />
