Public Hearings <br /> 11 a. Public Hearing on 2024-25 Consolidated Annual Performance Report (CAPER) for the <br /> 12 HOME Investment Partnerships (HOME) Program <br /> 13 The Board held a public hearing on the draft Consolidated Annual Performance Report <br /> 14 (CAPER) for the HOME Investment Partnerships (HOME) Program. <br /> 15 <br /> 16 BACKGROUND: Each year, Orange County reports on activities undertaken with funds from <br /> 17 the U.S. Department of Housing and Urban Development through the HOME Program. This <br /> 18 annual report, called the Consolidated Annual Performance Report (CAPER), documents the <br /> 19 progress towards implementing the priorities and activities identified in the Annual Action Plan. <br /> 20 During the 2024 CAPER period (July 1, 2024 through June 30, 2025), the County had available <br /> 21 approximately $442,802.32 in HOME funds plus $96,636.28 matching funds (contributed by the <br /> 22 Towns of Chapel Hill, Carrboro, and Hillsborough, as well as the County) totaling $539,438.60 <br /> 23 for eligible housing activities. The County spent $169,165.99 of these available funds on the <br /> 24 provision of tenant-based rental assistance. <br /> 25 <br /> 26 Orange County must hold a public hearing to obtain residents' comments and feedback on the <br /> 27 Consolidated Annual Performance Report (CAPER). Members of the public may also submit <br /> 28 comments during the public comment period (September 5 — September 24, 2025) to Aaron <br /> 29 Cohen, Community Development Manager, by email (acohen(a-).orangecountync.gov), by mail <br /> 30 (PO Box 8181, Hillsborough, NC 27278) or by telephone (919-886-3574). <br />
