2 <br /> Already implemented in 40 states and Washington, D.C., C-PACE is now available in North <br /> Carolina. The program is administered by the Economic Development Partnership of North <br /> Carolina (EDPNC), with property owners working directly with private lenders. Repayment occurs <br /> through a property assessment and lien, which may allow financing over longer terms than <br /> traditional loans. <br /> For Orange County property owners to participate, the County was first required to adopt a <br /> Resolution of Intent, followed by a public hearing and adoption of a final Authorizing Resolution. <br /> If adopted, the County's responsibilities will be limited to education and outreach, executing <br /> agreements, recording liens, and coordinating with EDPNC — requiring minimal administrative <br /> effort. The County will not provide funding, financing, billing, or collections for C-PACE projects. <br /> FINANCIAL IMPACT: This item has no financial impact. Financing is provided by private capital <br /> providers, and the County does not incur debt or provide funds for improvements. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION <br /> OBJECTIVE 1. Identify the priorities and resources necessary to implement the Climate <br /> Action Plan. <br /> OBJECTIVE 3. Improve educational opportunities for County staff and community <br /> members on climate action and available resources to advance climate action projects. <br /> • GOAL 6: DIVERSE AND VIBRANT ECONOMY <br /> OBJECTIVE 2. Review and revise County policies and regulations to support business <br /> investment in Orange County. <br /> OBJECTIVE 5. Increase access to and awareness of resources and assistance available <br /> to residents and businesses. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. Conduct the public hearing and receive public comments; <br /> 2. Close the public hearing; and <br /> 3. Approve the Resolution to Adopt the C-PACE program in Orange County. <br />
