NON-STIP PMP August 5, 2025 MONITORING AND EVALUATION To ensure consistent oversight and accountability, the Transportation Division will implement a comprehensive project tracking system modeled after the OCTS Transit Division's Project Planning Matrix. This matrix will serve as a centralized tool to monitor all Non-STIP projects and will mirror key elements such as project description, type (e.g., capital or operational), funding sources, implementation schedule, and current status. In addition to basic project details, the matrix will also incorporate pre- and post-implementation analysis where feasible, allowing staff to evaluate the effectiveness of completed improvements and support data-driven decision-making for future projects. Project Tracking Metrics Each Non-STIP project entry will include the following attributes: • Project Description and Type: Clear identification of the nature and scope of the project (e.g., safety improvement, mobility enhancement, multimodal upgrade). • Funding Information: Source(s) of funding, including any federal, state, or local contributions. • Implementation Schedule: Projected timelines for initiation, construction, and completion. • Status Updates: Regularly updated to reflect progress and milestones achieved. • Before-and-After Impact Analysis: Comparative evaluation of safety and mobility metrics prior to and following project implementation. • Multimodal Connectivity: Documentation of how the project enhances access to other transportation modes, such as bicycle and pedestrian infrastructure, transit services, or community engagement efforts. Success and Performance Indicators To evaluate the effectiveness and overall impact of Non-STIP projects, the following performance indicators will be used: • Crash Rate Reduction: A measurable decrease in crash rates of at least 20% within 12 months of project completion, where applicable. • Community Satisfaction: Favorable public feedback collected through surveys, outreach efforts, or engagement sessions, indicating the community's perception of the project's value and impact. • Project Delivery Performance: Adherence to planned schedules and budgets, demonstrating efficient and responsible project management. This structured approach will support enhanced coordination, transparency, and long-term planning across the Transportation Division's Non-STIP portfolio.
