NON-STIP PMP <br /> August 5, 2025 <br /> MONITORING AND EVALUATION <br /> To ensure consistent oversight and accountability, the Transportation Division will implement a <br /> comprehensive project tracking system modeled after the OCTS Transit Division's Project <br /> Planning Matrix. This matrix will serve as a centralized tool to monitor all Non-STIP projects and <br /> will mirror key elements such as project description, type (e.g., capital or operational), funding <br /> sources, implementation schedule, and current status. <br /> In addition to basic project details, the matrix will also incorporate pre- and post-implementation <br /> analysis where feasible, allowing staff to evaluate the effectiveness of completed improvements <br /> and support data-driven decision-making for future projects. <br /> Project Tracking Metrics <br /> Each Non-STIP project entry will include the following attributes: <br /> • Project Description and Type: Clear identification of the nature and scope of the project (e.g., <br /> safety improvement, mobility enhancement, multimodal upgrade). <br /> • Funding Information: Source(s) of funding, including any federal, state, or local contributions. <br /> • Implementation Schedule: Projected timelines for initiation, construction, and completion. <br /> • Status Updates: Regularly updated to reflect progress and milestones achieved. <br /> • Before-and-After Impact Analysis: Comparative evaluation of safety and mobility metrics prior <br /> to and following project implementation. <br /> • Multimodal Connectivity: Documentation of how the project enhances access to other <br /> transportation modes, such as bicycle and pedestrian infrastructure, transit services, or <br /> community engagement efforts. <br /> Success and Performance Indicators <br /> To evaluate the effectiveness and overall impact of Non-STIP projects, the following <br /> performance indicators will be used: <br /> • Crash Rate Reduction: A measurable decrease in crash rates of at least 20% within 12 <br /> months of project completion, where applicable. <br /> • Community Satisfaction: Favorable public feedback collected through surveys, outreach <br /> efforts, or engagement sessions, indicating the community's perception of the project's value <br /> and impact. <br /> • Project Delivery Performance: Adherence to planned schedules and budgets, demonstrating <br /> efficient and responsible project management. <br /> This structured approach will support enhanced coordination, transparency, and long-term <br /> planning across the Transportation Division's Non-STIP portfolio.
