NON-STIP PMP <br /> August 5, 2025 <br /> Geographic Focus and Planning Data <br /> For each project, OCTS staff will compile and provide relevant geospatial and quantitative data, <br /> beginning with project boundaries and estimates drawn from the region's two primary <br /> transportation models: <br /> • Triangle Regional Model (TRM) <br /> • Piedmont Triad Regional Model (PTRM) <br /> Projects are often prioritized based on a combination of technical analysis and community input, <br /> with particular attention to: <br /> • High-risk crash locations identified in County-level data <br /> • Areas with recurring community-reported concerns <br /> • Strategic zones such as: <br /> o Schoolzones <br /> o High-volume intersections <br /> o Corridors with documented safety deficiencies <br /> In addition to regional model data, OCTS staff utilize supplementary sources to support and <br /> validate Non-STIP project needs, such as: <br /> • Traffic Impact Analyses from land development reviews <br /> • Locally adopted Corridor Studies and Comprehensive Plans <br /> • Specialized studies produced by municipalities, the County, or Metropolitan/Rural Planning <br /> Organizations (MPO/RPO) <br /> Implementation Considerations and Project Outcomes <br /> To ensure the most successful delivery of each project, OCTS staff will leverage all relevant <br /> NCDOT resources, tools, and professional contacts. However, project implementation is subject <br /> to a range of practical considerations and limitations. These include: <br /> • Inter-agency coordination requirements and the importance of timely cooperation <br /> • Community support, particularly for changes affecting neighborhoods or school zones <br /> • Environmental and seasonal factors, such as weather-dependent construction schedules <br /> • Funding constraints, including matching fund requirements and contractor availability <br /> Despite these potential challenges, OCTS remains committed to achieving meaningful <br /> transportation improvements that support the County's goals for safety, mobility, equity, and <br /> sustainability. <br /> 8 <br />
