NON-STIP PMP <br /> August 5, 2025 <br /> PROJECT SCOPE <br /> Aaministration and Oversight of Non-STIP Projects <br /> The implementation of Orange County's Non-STIP project list is managed by OCTS staff through <br /> regular collaboration and coordination with NCDOT personnel. These interactions are essential <br /> to advancing each project from concept to completion, particularly as NCDOT oversees final <br /> administration and construction. <br /> OCTS staff maintain comprehensive and up-to-date documentation for each project, including <br /> its scope, development process, key milestones, and final outcomes. This level of tracking <br /> ensures transparency, continuity, and accountability throughout the project lifecycle. <br /> Project Types and Scope of Interventions <br /> Non-STIP projects are developed and executed through ongoing County—State staff <br /> coordination. These projects vary in scale and complexity, and may include but are not limited <br /> to: <br /> • Traffic and pedestrian infrastructure improvements, such as: <br /> • Traffic signal upgrades <br /> o Speed-calming measures (e.g., speed humps, radar signage) <br /> o Enhanced pedestrian crosswalks <br /> o Shoulder widening <br /> o Street lighting enhancements <br /> o Signage installation or upgrades <br /> • Routine and safety-focused maintenance activities, including: <br /> o Roadway resurfacing <br /> o Pavement marking refreshes <br /> o Guardrail repairs or replacements <br /> The specific scope of each project is dynamic and may evolve over time based on funding <br /> availability, technical feasibility, and interagency discussions. OCTS staff are committed to <br /> keeping both the OUTBoard and the public informed about project updates, including any <br /> changes in scope, timeline, or delivery status. <br /> 7 <br />
