NON-STIP PMP <br /> August 5, 2025 <br /> Alignment with County Plans and Policies <br /> A portion of the Non-STIP projects originate from the Orange County Transportation Multimodal <br /> Plan (TMP), while others are identified through public input received during ongoing planning <br /> and community engagement processes. This dual pathway ensures that both long-range <br /> strategic goals and emerging local concerns are addressed in a coordinated manner. <br /> Projects outlined in the TMP are the result of a comprehensive planning effort that reflects <br /> community priorities, stakeholder input, and data-driven analysis. Additionally, comments <br /> submitted by residents during public meetings, surveys, and planning workshops often highlight <br /> specific needs that may not have been previously identified in formal plans. These grassroots <br /> contributions are instrumental in shaping a responsive and inclusive project pipeline. <br /> Non-STIP projects included in or inspired by the TMP are generally developed to support broader <br /> countywide goals. These projects typically focus on: <br /> • Advancing Orange County's Vision Zero objectives, which aim to eliminate traffic fatalities <br /> and serious injuries through targeted safety interventions and infrastructure improvements. <br /> • Implementing the County's Complete Streets Policy, by promoting transportation facilities <br /> that accommodate all users—drivers, pedestrians, cyclists, and transit riders—regardless of <br /> age, ability, or mode of travel. <br /> • Reinforcing the goals of the County's Strategic Plan, including improving transportation <br /> equity, accessibility, and connectivity across communities. <br /> • Supporting environmental sustainability, by aligning with the County's Climate Action Plan <br /> and encouraging low-emission, multimodal travel options such as biking, walking, and transit. <br /> • Integrating with other adopted plans and policies, ensuring consistency across <br /> transportation, land use, environmental, and public health initiatives. <br /> By grounding Non-STIP project selection in both long-range planning frameworks and real-time <br /> public feedback, Orange County maintains a balanced and forward-thinking approach to <br /> enhancing its transportation network. <br /> A current list of Non-STIP projects is identified in the following table. <br /> 4 <br />
