NON-STIP PMP <br /> August 5, 2025 <br /> Project Identification <br /> Both the OUTBoard and the public play a critical role in identifying issues across the County's <br /> roadway network. These concerns span a wide spectrum—from traffic safety and excessive <br /> speeding to mobility challenges and accessibility barriers. The collective input from residents <br /> and board members helps ensure that infrastructure improvements align with real-world needs <br /> and community experiences. <br /> As a result of this collaborative input process, a range of Non-STIP projects are identified. These <br /> locally focused initiatives typically include: <br /> • Speed limit modifications in high-risk or sensitive areas (e.g., near schools or pedestrian- <br /> heavy corridors) <br /> • Installation of paved shoulders as part of resurfacing projects <br /> • Low-cost safety enhancements such as signage, striping, and pedestrian crossings <br /> These Non-STIP projects are administered by the NCDOT and rely on a combination of technical <br /> data, public feedback, and local government requests to move forward in the funding and <br /> implementation pipeline. <br /> Data-Driven Project Evaluation and Support by OCTS Staff <br /> Orange County Transportation Services (OCTS) staff play an ongoing and proactive role in <br /> evaluating non-STIP project proposals. Staff continually monitor, receive, and analyze a wide <br /> array of data sources to validate and prioritize project requests. <br /> These include, but are not limited to: <br /> • Crash history data and high-incident locations as identified by NCDOT's Traffic Safety Unit, <br /> helping to pinpoint critical safety concerns and prioritize interventions. <br /> • Community-reported issues, such as: <br /> o Persistent speeding in residential or school zones <br /> o Missing or insufficient pedestrian crosswalks <br /> o Bicycle and Pedestrian safety challenges <br /> • Maintenance and infrastructure condition data, sourced from the County's Asset <br /> Management reports, including road surface degradation, drainage failures, or deferred <br /> repairs. <br /> Through this comprehensive approach, OCTS staff ensure that Non-STIP project <br /> recommendations are grounded in both community input and empirical evidence, supporting the <br /> County's broader goals of safety, equity, and network resilience. <br /> 3 <br />
