NON-STIP PMP <br /> August 5, 2025 <br /> BACKGROUND & AUTHORIZATION <br /> On a quarterly basis, following the County's coordination meeting with the NCDOT, the Orange <br /> Unified Transportation Board (OUTBoard) conducts a review of the County's Small <br /> Transportation Projects (e.g. Non-STIP) list. This process helps identify opportunities for small- <br /> scale improvements to the County's multimodal transportation network. These projects are <br /> typically local in nature and administered by NCDOT under programs such as: <br /> • High Impact/Low-Cost Program <br /> • Hazard Elimination Program <br /> • SPOT Safety and SPOT Mobility Initiatives <br /> • Highway Maintenance Improvement Program (HMIP) <br /> Key criteria for these project types include: <br /> • No right-of-way acquisition is required <br /> • Projects must be ready for construction within 24 months of approval <br /> • Projects with an estimated cost exceeding $450,000 generally require a formal resolution of <br /> support from the local governing body <br /> • Funding may be leveraged in combination with other sources <br /> • All projects are subject to final approval by the NCDOT Board of Transportation (BOT) <br /> Role of OUTBoard Members in Project Identification <br /> OUTBoard members, representing diverse regions across the County, are well-positioned to <br /> identify and communicate localized transportation concerns. Their first-hand familiarity with <br /> community road conditions and travel patterns provides valuable insight into areas needing <br /> attention. <br /> OCTS Staff are always seeking OUTBoard members' assistance in identifying potential local <br /> project needs, including but not limited to: <br /> • Intersections or road segments with a known history of traffic incidents or near-misses <br /> • Pavement deficiencies such as potholes, drainage issues, and surface deterioration <br /> • Hazardous locations where low-cost interventions (e.g., signage, pavement markings) could <br /> enhance safety <br /> Project Approval and Implementation Process <br /> Once candidate Non-STIP projects meet NCDOT's eligibility and quantified funding criteria, they <br /> can proceed rapidly due to their small scale and limited public impact. These projects typically <br /> require minimal design work and public involvement, allowing for streamlined implementation. <br /> In contrast, routine maintenance projects are prioritized based on need and available funding <br /> and are not subject to the same eligibility or approval criteria. <br /> OUTBoard participation plays a vital role in ensuring the County's transportation improvement <br /> efforts remain responsive, equitable, and effectively targeted. <br /> 2 <br />
