NON-STIP PMP <br /> August 5, 2025 <br /> EXECUTIVE SUMMARY <br /> Purpose & Strategic Vision <br /> The Non-State Transportation Improvement Program (Non-STIP) Project Management Plan <br /> (PMP) serves as a vital operational framework for implementing community-centered, data- <br /> driven transportation enhancements across Orange County. This initiative prioritizes agile <br /> response to urgent mobility and safety concerns, offering a flexible, Non-STIP funding and <br /> implementation route to complement long-term STIP strategies. <br /> Core Focus Areas: <br /> • Safety: Reducing crash risk at high-priority sites through targeted low-cost interventions and <br /> evidence-based project selection. <br /> • Mobility: Improving congestion, traffic flow, and multimodal connectivity for residents, <br /> commuters, and vulnerable road users. <br /> • Equity & Accessibility: Supporting infrastructure improvements in underserved areas and <br /> enhancing conditions for school children, pedestrians, and cyclists. <br /> • Maintenance: Addressing road surface conditions, signage, and critical infrastructure before <br /> deterioration escalates. <br /> Leadership & Funding <br /> Projects are led by Orange County Transportation Services (OCTS), in close coordination with <br /> the North Carolina Department of Transportation (NCDOT), and supported by a mix of state, <br /> federal, and safety grant programs such as: <br /> • SPOT Safety and Mobility <br /> • Highway Safety Improvement Program (HSIP) <br /> • Safe Routes to School (SRTS) <br /> • High Impact/Low-Cost Program <br /> • Highway Maintenance Improvement Program (HMIP) <br /> • Others as made available by NCDOT <br /> 1 <br />
