Staff respectfully request members to assist in identifying potential Non-STIP <br /> projects, particularly those addressing: <br /> • High-risk intersections or road segments with a known crash history <br /> • Road maintenance concerns (e.g., potholes, drainage issues, surface degradation) <br /> • Low-cost safety enhancements (e.g., signage, pavement markings, visibility <br /> improvements) <br /> Once a project meets NCDOT's eligibility and scoring criteria, it can advance quickly into <br /> implementation. These projects are typically small in scope, design-ready, and do not require <br /> public involvement. Maintenance projects are evaluated separately and prioritized based on <br /> urgency, condition, and available resources. <br /> October 2024—Transition to Quarterly Review <br /> Beginning in October 2024, OUTBoard transitioned from bi-annual to quarterly reviews of the <br /> Non-STIP list. This change aligns with the County's quarterly meetings with NCDOT and local <br /> municipalities, allowing for better communication and more frequent updates. <br /> County and NCDOT staff continue to collaborate to identify cost-effective, locally prioritized <br /> improvements. The Non-STIP project list is reviewed and updated quarterly with OUTBoard and <br /> the Transportation Advisory Service. <br /> June 2025—Draft Non-STIP Project Management Plan <br /> In response to a request from OUTBoard, County staff now incorporate Non-STIP updates as part <br /> of the Annual Report and Work Plan. These updates are timed with the quarterly meetings held <br /> with NCDOT. <br /> At the most recent meeting, staff presented an updated list of candidate projects based on the <br /> Transportation Multimodal Plan (TMP), with a strong emphasis on improving safety for <br /> vulnerable road users. <br /> To support effective delivery, staff have prepared a draft Non-STIP Project Management Plan. <br /> This plan is intended to provide a transparent, organized, and efficient framework for overseeing <br /> the implementation of rural transportation initiatives across Orange County. <br /> Attachment 1 is the updated Non-STIP PMP. <br />
