These opportunities <br /> arise throughout the fiscal year and are typically supported by the following funding programs: <br /> • High Impact— Low Cost Project Program <br /> • Maintenance Resurfacing Program <br /> • Spot Safety Program <br /> Given the often-short timeframe between NCDOT's announcements and submission deadlines, <br /> County Planning staff request OUTBoard members to actively identify and report small-scale <br /> transportation needs they observe while traveling throughout the County. Maintaining an <br /> ongoing list of candidate projects allows the County to respond promptly and strategically to <br /> funding opportunities. <br /> • Typical Project Types Include: <br /> • Intersection improvements and radius adjustments <br /> • Minor widening and geometric modifications <br /> • Shoulder widening to improve visibility and safety <br /> • Operational enhancements and curve improvements and turn lanes <br /> • Traffic signal upgrades and signage enhancements <br /> Projects are generally prioritized based on crash history, congestion issues, pedestrian/school <br /> proximity, and local needs. A Safety Oversight Committee (SOC) evaluates and recommends <br /> eligible projects for consideration by the NCDOT Board of Transportation (BOT). <br /> January 2023—Program Evolution: Renamed as Non-STIP and Expanded <br /> In 2023, the program was renamed to the Non-STIP Small Transportation Project List to reflect <br /> its broader scope and improved coordination with NCDOT.
