29
Page 2 of 3 Victoria Menz
Do you have any personal or business interest(s) that could create a conflict of interest
(either real or perceived) if you are appointed to this board?
I am employed at UNC-CH as the Substance Use Education & Prevention Coordinator within
Student Wellness. While this position involves substance use prevention and education, I do
not oversee any budgets funded by county dollars. If appointed, I would recuse myself from any
decisions that directly affect my employer to avoid any real or perceived conflicts.
Board of Health
Please explain how your background, education and experience is relevant to this board
I have an MSW, and my role concentrates on macro/mezzo practice and public health. My role
at UNC-Chapel Hill centers on substance use prevention and wellness promotion. I manage
media campaigns, strategic planning, and coalition-building efforts that span multiple
dimensions of health, including mental health, substance use, and health equity. I regularly
collaborate with local and statewide public health partners and use data-informed approaches
to improve health outcomes on campus and beyond.
Please explain your reasons for wanting to serve on this board
I'm committed to advancing holistic, equity-based public health strategies in Orange County.
Serving on the Health Board would allow me to support broader systems-level efforts and
represent the needs of young adults, people in recovery, and underserved communities. I also
hope to contribute my knowledge of harm reduction, stigma reduction, and prevention to
ongoing public health discussions and decisions.
How would your particpation on this board contribute to the diversity of viewpoints?
My background in both social work and public health gives me a unique systems-level lens. As
a woman in recovery working in higher education, I can offer perspectives that are often
underrepresented in public health governance including youth mental health, substance use
stigma, and barriers to prevention and care. My work prioritizes the voices of marginalized
communities and centers health equity.
Do you have any personal or business interest(s) that could create a conflict of interest
(either real or perceived) if you are appointed to this board?
I work at UNC-Chapel Hill in a public healtha€"related role focused on substance use
prevention within Student Wellness. My position does not involve seeking or managing county
funding, and I do not represent my employer in any official capacity. I would recuse myself from
any decisions that could directly affect UNC-CH to avoid any conflict of interest.
Board of Social Services
Please explain how your background, education and experience is relevant to this board
I hold a Master of Social Work and currently serve in a public health role that involves working
closely with students facing housing insecurity, food insecurity, and mental health challenges all
of which intersect with the work of social services. My experience includes systems-level
planning, grant management, and program implementation. I've also worked in community-
based crisis support, leading trauma-informed healing groups through an intersectional lens.
Please explain your reasons for wanting to serve on this board
I want to help ensure that social services in our county are inclusive, trauma-informed, and
responsive to the needs of diverse populations. I'm particularly interested in the social
determinants of health and how county programs can improve access to housing, food,
behavioral health, and prevention services. I hope to bring a strong systems thinking approach
that considers both immediate needs and long-term impact.
How would your particpation on this board contribute to the diversity of viewpoints?
