Preparation <br /> CPRC Review of Key Documents <br /> CPRC will review key documents documenting local land use priorities including the Orange <br /> County 2030 Comprehensive Plan, Joint Planning Area Land Use Plan, Climate Action Plan, <br /> Consolidated Plan, and other items recommended by staff. <br /> Individual Meetings with Commissioners(7 meetings) <br /> CPRC will conduct 30-minute meetings with each commissioner to discuss their individual <br /> priorities, questions and perspectives on the land use plan and share any context that they feel <br /> will improve the workshop flow. We have found these pre-workshop conversations to enable <br /> more candid conversation and allow us to develop a foundation of trust with elected officials <br /> prior to working with them in public meetings. <br /> November 14t" Board Retreat (1 meeting) <br /> CPRC staff will attend the session in a listening and observational capacity. Objectives will be <br /> to absorb key information shared by experts to understand the technical, policy, and planning <br /> dimensions impacting land use in the county; identify themes and questions that emerge during <br /> the discussion to inform future planning conversations; and use this information to structure <br /> facilitation of the November 21st retreat. <br /> Step 2. Retreat Facilitation <br /> CPRC will facilitate a four-hour long retreat on November 21st for the Board of Commissioners. <br /> CPRC staff will work collaboratively with Commissioners to ensure robust discussion and <br /> effective time management.This retreat will focus on finding consensus on the county approach <br /> to land use and development, and synthesizing, prioritizing, and identifying actionable next <br /> steps that the board wants to take for the 2050 Comprehensive Plan development. This retreat <br /> will serve as a bridge between technical understanding and strategic decision-making, <br /> empowering the Board to confidently guide the next phase of the county's land use planning <br /> process. <br /> Step 3.
