5 <br /> Tom Altieri said one of the early deliverables from Clarion Associates was the Fact Book, <br /> which includes the information that has been presented so far. The Fact Book is available on the <br /> following website: https://www.orangecountVIanduseplan.com <br /> Commissioner Portie-Ascott asked about the data source, specifically mentioning updated <br /> information from the North Carolina Association of County Commissioners. <br /> Cy Stober, Planning and Inspections Director, said he's happy to look at the data from <br /> NCACC to compare. He said the Fact Book is a living document and is intended to be updated <br /> as needed. <br /> Chair Bedford requested clarification on the requirements for annexation. <br /> Tom Altieri said that the practice of forced annexation, which allowed municipalities to <br /> annex areas meeting specific development criteria, ended 10-11 years ago.This previous process <br /> permitted municipalities to forcibly annex areas if they demonstrated certain developmental <br /> thresholds, like certain densities of commercial or residential development. The change in the law <br /> means that now annexation predominantly operates on a petition-based system. He explained <br /> that under this system, developers must request connections to municipal utilities to initiate the <br /> process of annexation.
