32 <br /> Slide #38 <br /> Lot Sizes in Rural Buffer Zoning District <br /> • Minimum lot size is generally 2 acres <br /> —Can cluster to 40,000 minimum lot size but <br /> overall density of 1 unit per 2 acres must be <br /> maintained <br /> • Clustering allows for preservation of <br /> "formal" open space <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> Perdita Holtz said in the rural buffer, there is a clause that the tracked size needs to be a <br /> minimum of 10 acres to be considered for flexible subdivisions, and flexible subdivisions are how <br /> clustering is done in Orange County. She said there is also a requirement for flexible subdivisions <br /> that each lot must be served with its own water and sanitary sewage connection, and land within <br /> the University Lake watershed has more stringent requirements, generally one unit per five acres. <br /> Commissioner Fowler said, based on that, it doesn't sound like rural conservation <br /> clustering could happen in the rural buffer unless changes are made to the water and sewer <br /> requirements. <br /> Perdita Holtz agreed that is probably true. <br /> Commissioner Carter asked about water and sewer in a neighborhood on Highway 54, <br /> west of Carrboro. <br /> Perdita Holtz said she doesn't recall the extension of water and sewer in the rural buffer <br /> during her tenure. She said that the neighborhood is listed as an exception area in the Water and <br /> Sewer Management Planning and Boundary Agreement(WASMPBA). She said she doesn't know <br /> if the neighborhood predates the rural buffer or not. <br /> Slide #39 <br /> Water and Sewer Service in the Rural Buffer <br /> • Public water and sewer services are not <br /> permitted in the Rural Buffer. <br /> • Wastewater Treatment Facilities with a design <br /> capacity of 3,000 gallons per day or more and <br /> package treatment plants are allowed in the <br /> Rural Buffer only if approved through a <br /> Conditional District. <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br />
