She said there is also a requirement for flexible subdivisions <br /> that each lot must be served with its own water and sanitary sewage connection, and land within <br /> the University Lake watershed has more stringent requirements, generally one unit per five acres. <br /> Commissioner Fowler said, based on that, it doesn't sound like rural conservation <br /> clustering could happen in the rural buffer unless changes are made to the water and sewer <br /> requirements. <br /> Perdita Holtz agreed that is probably true. <br /> Commissioner Carter asked about water and sewer in a neighborhood on Highway 54, <br /> west of Carrboro. <br /> Perdita Holtz said she doesn't recall the extension of water and sewer in the rural buffer <br /> during her tenure. She said that the neighborhood is listed as an exception area in the Water and <br /> Sewer Management Planning and Boundary Agreement(WASMPBA).
