She said, <br /> at the Board's request, she spoke with Kevin Foy and Roger Waldon, and Barry Jacobs is present <br /> and will speak later. She said that when speaking with Kevin Foy, she shared the five purposes <br /> identified here, and he agreed that they spoke to the pressures being addressed at the time. <br /> During their conversation, Kevin Foy also shared thatjoint planning was very visionary at the time, <br /> and there was an amazing lack of egos on the part of leaders and having everybody work together <br /> on a common goal. She said in addition to protecting University Lake, Kevin Foy stated that there <br /> was an appreciation that Orange County is the headwater of three river basins and that people <br /> didn't want sprawl, and there was an ethos of wanting to protect the water supplies, rivers, and <br /> streams. Kevin Foy also emphasized that the urban growth boundary was a policy choice, not <br /> intended to be anti-growth, but rather to be managed growth. She said Roger Waldon pointed out <br /> that the joint planning effort became a model for other communities. <br />
