13 <br /> Tom Altieri said in short, the answer to the question on this slide is that by virtue of the <br /> agreement with Chapel Hill and Carrboro, it requires all parties to work together on potential <br /> changes to the joint land use map. <br /> Commissioner Carter asked if the county had historically articulated the Land Use Plan <br /> before negotiating the other agreements. <br /> Tom Altieri said typically yes, but there have also been cases when agreements and the <br /> Land Use Plan have been completed concurrently. <br /> Chair Bedford asked if the county has any agreements with the City of Mebane. <br /> Tom Altieri said there used to be a utility service agreement at one time, and there is no <br /> joint land use plan with Mebane. <br /> Commissioner Carter asked if the same is true for Durham. <br /> Tom Altieri said yes. <br /> Slide #17 <br /> d)Do not tie our hands in the Plan. <br /> • The Land Use Plan does not and will not"tie hands" <br /> • Plan vs Ordinance <br /> • Expression of a community vision <br /> • Implementation over many years with many subsequent decision points <br /> e)Could amend the Plan?After working through a change with the towns? <br /> • The 2030 Comprehensive Plan (adopted 2008) needs to be updated <br /> • Per NC General Statutes, land use plans need to be "reasonably up to <br /> date"to support Zoning <br /> • Following adoption, the Land Use Plan 2050 can be amended as <br /> needed <br /> �1 <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> Commissioner Carter said she wants to be clear on the nuance between how the Board <br /> goes through the process of articulating the vision of the Land Use Plan. She asked how the <br /> Board could do that and then work with partners in a way that doesn't get the county into any legal <br /> or logistical challenges. <br /> Tom Altieri said the Board has the statutory powers to guide the Land Use Plan and the <br /> FLUM for the areas that are in Orange County's planning jurisdiction. He said these areas are <br /> different from the JPA areas. For those areas, there are recommendations in the draft plan. <br /> Commissioner Carter asked for a visual. <br /> Tom Altieri displayed the following map: <br />
