She said she puts the cost in the context of what they are trying <br /> to accomplish. She said she is looking for information on the county-wide housing needs and <br /> what are the connections to transit, and the transition connections. She said she wanted to <br /> know how those are connected with rural activity nodes. She said they should make an <br /> investment in that kind of analysis. <br /> Chair Bedford said that she was supportive of the proposal. She said that sometimes it <br /> takes an independent analysis to develop a long-term plan. She said questions of expansion for <br /> water and sewer are intertwined, and they need a framework. She said that the School of <br /> Government is independent and reliable. <br /> Commissioner Fowler said she would like to know where housing is needed in the <br /> county. She said as they have grown, the question is if they need to make changes to <br /> WASMBPA or increase density in the rural buffer. She asked if a market analysis could be done <br /> by November 11. <br /> Cy Stober said he thought the housing analysis would be done looking at the needs in <br /> the northern and southern halves of the county. <br /> Commissioner Greene said she had talked herself out of the market analysis. She said <br /> Vice-Chair Hamilton made some good points. She said she would want to have a strategic plan <br /> for housing with municipal partners rather than a supply and demand study. <br /> Commissioner McKee said they are talking 25 years out, and market conditions change. <br /> He said in five years, 25 years from now, the conditions will be different.
