<br /> Enhanced Mobility of Seniors & Individuals with Disabilities Formula Grant, and 5339
<br /> Combined Capital Formula Grant Applications
<br /> The Board:
<br /> 1) Conducted a public hearing on the 5311 Administrative, 5310 Operating, and 5339
<br /> Combined Capital grant applications for FY 2027;
<br /> 2) Approved the 5311 Administrative, 5310 Operating, and 5339 Combined Capital grant
<br /> applications for FY 2027; and
<br /> 3) Approved the FY 2027 Program Resolution (Attachment 1), and FY 2027 Local Share
<br /> Certification (Attachment 2).
<br /> BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT)
<br /> Integrated Mobility Division (IMD) accepts requests for capital, operations, and administrative
<br /> needs for county-operated transit programs. Additionally, the Federal Transit Administration
<br /> (FTA) awards operating and capital funding directly to eligible recipients to assist with eligible
<br /> operating expenses, replace, rehabilitate, and purchase buses and related equipment, as well
<br /> as construct bus-related facilities. This funding also supports technological changes or
<br /> innovations to modify low- or no-emission vehicles or facilities.
<br /> Orange County Transportation Services (OCTS) is eligible to apply for funding for
<br /> administrative, operating, and capital projects and seeks a total of$576,321 in combined federal
<br /> and state transit project grant funding for FY 2027.

<br /> The 5311 Administrative, 5310 Operating, 5339 Combined Capital, and 5307 Operating grants
<br /> provide financial support for public transit system services that promote economic and mobility
<br /> self-sufficiency to the general public, the elderly, and individuals with disabilities.Additionally, the
<br /> funds support a transit system that enhances access for residents in both urban and non-
<br /> urbanized (rural) areas to healthcare, shopping, education, employment, public services, and
<br /> recreation.
<br /> Jamael Wiley, Transit Planning and Operations Manager, introduced the item and
<br /> reviewed the information in the abstract and described how the proposal aligns with the county's
<br /> strategic plan.
<br /> A motion was made by Commissioner Fowler, seconded by Commissioner McKee, to
<br /> open the public hearing.
